Getting degree certificate attestation for UAE use in India takes four stamps in a fixed order: a notary, a state authority (HRD, Home Department or SDM), the Ministry of External Affairs (MEA), and finally the UAE embassy together with the UAE Ministry of Foreign Affairs (MoFA). Expect 8 to 15 working days and a service fee of roughly ₹3,000 to ₹3,200 per document, plus UAE government fees.
The order is strict and the rules are unforgiving. Skip a stage, submit a laminated certificate, or let your name differ between your degree and your passport, and the file comes back after days of waiting. Offices also quote different fees and timelines, so it is hard to tell what is normal when a Dubai visa or joining date is close.
This guide walks you through each stage with the documents, costs and timelines you need. It comes from SPS Attestation, an India-based legalization company with offices in Mumbai, Delhi, Bangalore and Chennai. You can follow the steps yourself or use them to check what an agent tells you.
Why UAE degree attestation takes four stages
The UAE accepts an Indian degree only after each authority in India has confirmed the signature of the one before it, and the UAE side has confirmed the last Indian stamp. That is why UAE attestation for a degree certificate is a chain, not a single stamp.

What attestation proves and who asks for it
Attestation proves that your degree, and the signatures and seals on it, are genuine. UAE employers, free zones and visa processes ask for it when you apply for a work visa or Dubai visa. Professionals planning to work in the UAE are generally expected to have their degrees attested before they travel.
For the UAE you follow the embassy attestation route, so an MEA stamp alone is not the finish line. Ask your employer or PRO exactly which papers they want attested. Some ask for the degree plus the final-year mark sheet.
The four stages at a glance
Each stage checks the one before it, so the order cannot change.
| Stage | Authority | What it confirms |
|---|---|---|
| 1 | Notary public | The document has been verified and notarized |
| 2 | State HRD, Home Department or SDM | The notary’s signature and seal |
| 3 | MEA, New Delhi | The state officer’s signature and seal |
| 4 | UAE embassy and MoFA | The MEA stamp, making the degree usable in the UAE |
Cost and time to budget
Agency service fees published in India for an educational document run about ₹3,000 to ₹3,200 per document. UAE government fees come on top, are charged in AED and are shown before you pay. The final price depends on how many levels of authentication your document needs.
Take a degree plus a final-year mark sheet as a worked example. Two documents at ₹3,000 to ₹3,200 each come to ₹6,000 to ₹6,400 in service fees, before government fees. Published timelines run from 5 to 15 working days, and SPS Attestation quotes 8 to 15 working days for embassy attestation. Ask for a written quote that lists government fees separately.
Budget about ₹3,000 to ₹3,200 per document plus UAE government fees, and allow 8 to 15 working days.
Step 1. Gather documents and get the notary stamp
Collect complete originals before anything else, because every later stage depends on a clean set. Then take them to a notary for the first stamp.

Documents to prepare
Requirements vary a little by university and agency, so confirm the list before you travel. A typical set for a degree looks like this:
- Original degree certificate
- Final-year mark sheet, where the destination asks for it
- Passport copy, or Aadhaar or voter card if you have no passport
- A copy of your UAE visa or job offer, if you already have one
- Two passport-size photographs
- An authorization letter, if an agent submits on your behalf
Do not laminate the degree, because lamination blocks stamping. SPS Attestation removes lamination before attestation, but a clean original avoids damage. If your university issued a digitally signed degree, SPS accepts the PDF and prints it on bond paper. A physically signed degree needs the original.
Get the notary stamp
A notary public verifies your degree and applies the notarial seal. Check that your name and course details read the same on the degree and your passport before you pay for any stamp. A mismatch here travels through every later stage.
Some universities require their own verification before a notary will touch the document. Ask your university about this first, since it varies. The notarized degree is what the state office checks next.
Fix name and spelling problems at the notary, because every later stage inherits them.
Step 2. Get state and MEA attestation
Take the notarized degree to the state authority that handles educational documents, then to the MEA. These two stamps are the Indian government’s confirmation that your degree and the notary are genuine.
State attestation at HRD, Home Department or SDM
The correct office depends on the state where your degree was issued. Depending on the state, HRD, the Home Department or the SDM office checks the notary’s signature and seal and adds its own stamp. Applying at the wrong office is a common cause of delay.
If you live in Mumbai, Delhi, Bangalore or Chennai, your degree may still have been issued in another state. Take it to the authority of the issuing state. An agent who runs this stage daily will know which office applies, and SPS Attestation identifies the correct pathway as part of its pre-check.
MEA attestation
The MEA verifies the state officer’s signature and seal and applies its stamp. It is the same ministry that issues apostille stickers for Hague Convention countries. For the UAE, its stamp is one link in the embassy chain and does not replace the UAE embassy stage.
Submit the MEA stage only after the state stamp is on the document. MEA will not accept a degree with a missing or unreadable state seal, so check the stamp is clear before you send it.
The MEA stamp is the middle of the chain, not the end, so do not stop there for UAE use.
Step 3. Complete UAE embassy and MoFA attestation
Submit the MEA-attested degree for UAE embassy and MoFA attestation. In India, the embassy and MoFA stamps are applied together, so you do not run two separate applications.

Submit through the approved channel
In India, VFS Global is empaneled by the UAE Ministry of Foreign Affairs to facilitate attestation of documents issued by entities in India. You or your agent submit the degree, pay the UAE government fee in AED and wait for the stamped document. Embassy attestation is the longest stage, which is why the full chain takes 8 to 15 working days.
Keep the original MEA-attested degree flat and unfolded. Fill every field in the application to match the degree exactly. MoFA’s own service warns that incomplete or mismatched applications are rejected, and an application cannot be edited after submission.
If you are already in the UAE
MoFA’s online service, which uses UAE Pass, handles UAE-issued digital documents going abroad. It does not attest an Indian degree. An Indian degree has to be attested in India first.
If you are in the UAE, courier the originals to India or authorize a trusted representative there. Many agencies, including SPS Attestation, ship attested originals internationally. Check the courier charges before you commit.
The MoFA portal attests UAE-issued digital documents, not your Indian degree.
Step 4. Verify the result and avoid rejections
Check every stamp on the returned degree before you submit it for your visa. A missed error now costs you a second round of weeks.
Check the attested degree before you use it
Look at the stamps in order: notary, state, MEA, then UAE embassy and MoFA. The name, course and dates should match your passport and visa application. If the final page shows an attestation reference number, record it. Make a scan for your records and give your employer or PRO the original.
Ask HR whether your visa category needs anything more. Some employers or licensed professions also ask for a degree equivalency from the UAE education authorities.
Mistakes that cause rejection
Most rejections come from a short list of errors:
- Submitting a laminated or damaged original
- Skipping or reordering a stage
- Name or detail mismatch between the degree and the application
- Missing final-year mark sheet when it is required
- Choosing the wrong state office for the degree
When to hand it to an agent
Doing every stage yourself means visiting several offices in different cities. SPS Attestation offers a free document pre-check by emailed scans or originals, then confirms the sequence, timeline and quote by email. Pickup and delivery within India are free, and payment is 50% in advance with the balance once your document is processed.
Next steps for your UAE degree attestation
Your degree needs a notary stamp, a state stamp, an MEA stamp and a UAE embassy and MoFA stamp, in that order. Prepare clean originals, keep your name consistent, budget about 8 to 15 working days, and check every stamp when the document comes back.
If you would rather not visit the offices yourself, send your degree to SPS Attestation’s UAE embassy attestation service for a free document pre-check and quote. The team confirms the exact stages, timeline and fees before you commit, and you can reach them by phone, email or WhatsApp seven days a week.
